Yes, it is possible but i do not recommend this because it is not allowed by the free wordpress team staff. Previously there are several blogs made just to link from there and they get deleted immediately by the staff

Other than that, it is also useless to put link into your own blog from there (the free wordpress blog) especially if you just created it because there'd be no pagerank or google juice into your newly created blog at wordpress dot com

If you use pay hosting service, of course you can do anything you want to your blog, such as placing advertisement, etc .. and of course it is not possible to do this in the free wordpress blog from the wordpress team

About pricing, well that's depend on the person itself but if you dont really know what you're doing. There is a team outthere that can set up your wordpress blog for free (basic installation just to make sure your wordpress blog worked perfectly)
