I believe that you can get the ELF Binary / The required programs to update your ARMax codelist via Pen drive from Codejunkies website ... unfortunately, the new codelist will be saved on your ps2 memory card (it takes 3MB space or at least 1.5MB IIRC) :(

I'm not sure on whether AR / GS has been discontinued or not (because i still have a copy of Armax (PAL and NTSC) and Gameshark (GS2 v3 and GS2 v4)). But i'd suggest you to visit their site directly ;)

But since you told me that you lived in Canada, i assuming that you're using NTSC PS2 machine. And your best bet of course is to buy Codebreaker instead :)
